Follow-up issue from #49644.

When using the alt + F10 shortcut on the widget editor when a block toolbar is visible, the tooltip for the document toolbar gets displayed when it should remain hidden.

Widget editor with block toolbar open with focus on the first item in the block toolbar and the Toggle block inserter tooltip is showing in the top-level document toolbar

Reproduction Steps

  • Go to the widgets editor on an older theme such as TT1
  • Select a block (or add a block to the widgets)
  • Press alt + F10
  • Focus will be in the block toolbar
  • The tooltip "Toggle block inserter" will show in the top-level document tools.
