Add patterns for Photo blog

Patterns:
All patterns should have "Inserter" set to "no" in the pattern file header.
The template patterns use the default header and footer template parts.

Suggested names and slugs:

• Photo Home: template-home-photo.php * Template Types: front-page, home
• Photo Archive: template-archive-photo.php * Template Types: archive
• Photo Search: template-search-photo.php * Template Types: search
• Photo Single: template-single-photo.php * Template Types: posts, single
• Photo Page: template-page-photo.php

I have not been able to add the post formats in time for 6.7.
The PR is still not even ready to be tested by users. WordPress/gutenberg#64167

So I think this will need to be a regular query with featured images.
Meaning that it will have the same unresolved issues as in Twenty Twenty-Four, where the design will break when there are results without featured images.
