Summary

The Windows CI check, added in #4596, takes the longest. Think creatively and implement improvements to speed up the time it takes for the job to run.

  • build dependencies: 43m 36s
  • build: > 18m

Motivation

While the other 15 checks finish relatively quickly, the windows / test check takes a very long time.

Paths Not Taken

Remove/exclude Windows CI. We decided to keep Windows CI since it is likely to catch issues that won't be caught any other way.
