Meta key on Windows not working

Describe Bug

The meta key does not work on Windows.
For example the key sequence

• Esc down
• Esc up
• Alt down
• S down
• Alt, S up (order irrelevant)

does only get detected in the Shortcuts editor:

But no matter weither this shortcut is registered by the user (it maps to "Edit source tree" by default on Windows), Mogan does not seem to register it. It does not even show up in the statusbar.

Expected Behavior

That it works, just like in the latest TeXMacs.
