This is not particularly relevant to ue4-docker since it's a general Unreal Engine question, but I figure this information might still be useful for a number of ue4-docker users.

The Unreal Engine's Vulkan RHI will refuse to allow software rendering by default, resulting in a crash when running in an environment without a GPU. You can specify the command-line flag -AllowCPUDevices to permit software rendering (see the relevant logic here: https://github.com/EpicGames/UnrealEngine/blob/5.3.2-release/Engine/Source/Runtime/VulkanRHI/Private/VulkanRHI.cpp#L233-L243), although there is no guarantee that the Editor will run correctly since Epic Games do not test this configuration.
