This post is mostly about merging the 心 components to the JP form, but then I also have issues with other glyphs.
I have briefly gone through the characters with the 心 component, so I might miss out one or two characters that needs attention. I only check those that are part of Adobe-Japan1, thus I did not list any glyphs outside the character set for now. The following characters are using CN-designed 心 at the bottom, which means they are very likely CN glyphs used for all regions:
忐 (U+5FD0)
必 (U+5FC5, while not part of the 心 component, it's CN-designed)
思 (U+601D)
恁 (U+6041)
恿 (U+607F)
惑 (U+60D1)
惠 (U+60E0)
想 (U+60F3)
惹 (U+60F9)
愆 (U+6106)
愚 (U+611A)
愡 (U+6121, only slightly adjusted from JP, however the top part 匆 is different from Kozuka Gothic)
慂 (U+6142)
懋 (U+61CB, only slightly adjusted from JP)
Which makes it inconsistent with the other characters that have the JP-designed 心 component. These characters should be adjusted to be using JP-designed 心. And no, there were no JP glyphs in v1. The adjustment should follow that of Kozuka Gothic.
EDIT: Removed a duplicate entry of 慂 (U+6142).
Alternatively, if JP glyphs were already designed but never made it to v1, include them to replace the CN glyphs.
The irony is that the TW glyphs for 恁 (U+6041), 惹 (U+60F9) and 愚 (U+611A) have JP-designed 心.
忍 (U+5FCD) should be unified between KR and CN, use KR glyph, remove CN.
I know there are other similar characters for which the 心 component can be unified between JP and CN, I might list them later, in fact as I said before there are inconsistencies with the CN-designed glyphs. Most of them are heavily adjusted to follow handwritten forms, but others left the JP-designed 心 as it is or only modified slightly to reduce the curves of the strokes, e.g. 応 (U+5FDC), 恥 (U+6065) and 愍 (U+610D).
恢 (U+6062) should use the JIS78 form for CN, and then the CN glyph can be removed.
Then any other characters with the 灰 component for the CN, TW and HK locale should follow the reference of the JIS78-designed 灰, whereas the TW and HK should only adjust for proportion while keeping the TW-designed 火.
䌫 (U+432B, JP only) has a minor issue in ExtraLight where the bottom left stroke in the bottom right 見 component does not connect.

All the 心 characters listed in the first section (before 忍) only has CN glyphs and not JP. JP glyphs that were based on Kozuka Gothic could probably be restored safely for those.
Remove feet from the top left part of 弉 (U+5F09) as per issue #293, however, there was a v1 CN glyph for which the feet was removed, but the CN glyph was removed in v2. Either restore the v1 CN glyph and replace the JP glyph or just directly remove the feet from the JP glyph.
Also remove the feet from the top left part of 裝 (U+88DD, JP only).
