Onyx you may try to finish this if you want, otherwise I'll be available briefly in the afternoon and then the evening to finish this. I just want to see whether calling a specific trait method on the replaced type change.

Aims to close #110 (for good).
This PR aims to connect pallet-im-online's offline node detection to pallet-validator-manager's validator removal mechanism. For this to work properly, the majority of node operators need to rotate their
ImOnlinesession keys prior to the deployment of this PR.
