Release is skipped because commit is not HEAD of default branch in https://github.com/alphagov/rubocop-govuk/actions/workflows/autorelease.yml

This should be resolved now after #433 (manual release). Previous changes included non-bot commits (adding a GitHub workflow to the repo) but we didn't want to release those because those were not changes to the gem itself. Auto-release workflow only releases changes made my dependabot.
