It would be nice to define different workloads and even install the packages if needed. For example:

common tools: atom ide community packages, atom-ide-ui, linter, etc.
Julia: uber-juno, julia-client, ink, juno-plus, weave, etc
JS/TS: ide-typescript, etc
Python
Latex

Install packages using package-deps and enable them when needed.

Provide a service for others to use in their activation function to enable their needed deps (maybe just in package-deps)
