chem init creates .npmignore instead of .gitignore #2

it looks like npm publish renames the .gitignore files in the templates to .npmignore. This seems to be due to https://github.com/isaacs/npm/issues/1862. The result is that after doing a chem init, we get a .npmignore instead of a .gitignore.
