Hovering on plots

Working on this PR #2207 I have realised that having the possibility of hovering over elements and get their IDs will be very appreciated by many different users.

However, I have seen no info regarding implementing hover in Pyvista.

@AlejandroFernandezLuces I think this is something that could be implemented in the plotter.

This could be useful indeed, but I would prefer explicit support from PyVista. I can raise this when meeting with Kitware again. I'll also open an issue in the Visualizer to not forget about this.
