CAMEL-16335 Create a middle folder for Camel Spring components

Description

Create a middle folder for the camel spring components. There already is a component named "camel-spring" and naming the middle folder "camel-spring" also would lead to name clashes between the middle folder and "camel-spring" - is camel-spring-parent an okay name for the middle folder?

Ran a -DskipTest build and ran the tests in components/camel-spring, catalog, and tooling.
