MegaIssue: Independant versioning

Description

Apollo Kotlin ships multiple modules with different stability levels. As of today, apollo-api is very stable but apollo-cli is pretty much not stable at all.

This has created some confusion and makes iterating on newer modules harder. (See #5468 for an example).

This issue is an umbrella issue for investigating a way to improve that situation.
