Ruby API #120

It would be nice to have a Ruby API to avoid having to shell out or do dubious things like https://github.com/thegcat/vagrant-librarian/blob/master/lib/vagrant-librarian/install.rb#L17-L20 to call Librarian functions.

(I know some API is coming, this issue is as much a feature request as something that will ping me when the issue is closed :-) )
