We see this issue as well using PhantomJS 2.1.7. Links like this: <a href="https://goo.gl/D7xRVk"><text x="17" y="663" class="st1 st10 link">https://goo.gl/D7xRVk</text></a>
inside SVG rendered to PDF are not clickable. Using jsPDF in browser works.
Due to our very limited maintenance capacity (see #14541 for more details), we need to prioritize our development focus on other tasks. Therefore, this issue will be automatically closed.
