Deploying the CloudFormation template failed for me. I had to add a DependsOn attribute to the PublicRoute to successfully deploy the stack:

PublicRoute:
Type: AWS::EC2::Route
DependsOn:
- InternetGateway
- AttachInternetGateway
Properties:
RouteTableId: !Ref PublicRouteTable
DestinationCidrBlock: 0.0.0.0/0
GatewayId: !Ref InternetGateway
