CLion cc_test and cc_binary configurations are not automatically discovered

Description of the bug:

Importing bazel project into CLion doesnt show available cc_binary/cc_test targets in IDE configurations menu unless they were run manually before

What's the simplest, easiest way to reproduce this bug? Please provide a minimal example if possible.

1. Import bazel project -> examples/cpp/simple_project/proj.bazelproject.
2. Wait until loading and indexing completes
3. Check configurations menu - no targets available
4. Manually run cc_test or cc_binary for BUILD files
5. Check configurations menu - targets are now populated

They are not because there could be a lot in the project by default. There's a run gutter icon on cc* targets available or just add the desired targets to the project view file. I guess we can automatically create RCs for all the known targets if derive_targets_from_directories is set, though I hear such a request for the first time.

I already had users with similar problems, or feature request. Maybe it is worth looking into this feature.
