Describe the bug in current situation
When the staff files a NOW for a VD filing then the filings history dashboard shows no previous filings.

Steps to reproduce the behavior:

  1. Go to 'https://test.bcregistry.gov.bc.ca/'
  2. File a FE VD filing..
  3. File a NOW for that VD filling
  4. See error
