Create replacement ghcr.io package cleanup

We are now able to save multiple packages under a single repo. Unfortunately the container registry cleanup tool we'd been using doesn't seem to support this. Looks like we'll have to find an alternative (no luck so far) or set up our own.

Note: Other repos have run into formatting issues (/ => %2f) that could be affecting our previous 3rd party Action. It was pulled out because newer packages use the repo/package format and fail.
