Add support for newer Tekton versions

All the analysis up until Tekton v0.30.0 is in the prior task. As part of that task, we updated to Tekton v0.27.2 and now we need to continue the effort as part of another release.

Upgrades

• Upgrade Tekton to 0.27.2 #277
• Upgrade Tekton to 0.32.2 #344
• Upgrade Tekton to 0.35.x

Features Enabled By Upgrades
The follow features will need an enhancement to the system outside of an upgrade as they have broader impact

• Support Dot and Backet Notation in parameters #345
• Support onError in tasks #346
• Confirm timeout still works for Task Time Out #347

There is less of a dependency on keeping in sync with Tekton however every release we should do analysis on what we could update / enhance
