`segment` UMI/CBC filtering is currently broken #146

Segment used to filter out reads that should have a CBC or UMI but didn't actually contain them.

Currently this functionality seems to be broken:

[INFO 2022-08-18 10:42:09  segment] Model has UMI annotation.
[INFO 2022-08-18 10:42:09  segment] Model has Cell Barcode annotation.
[WARNING 2022-08-18 10:42:09  segment] Model does not have Cell Barcode or UMI tags.  All segments will be emitted.
