How do you create an environment whose timesteps are not only the events?

So currently when creating a "default-rebuilding-acnsim-v0" environment with the caltech network and its events, you get the timesteps from the events which are usually many mintes/hours apart. How can we set the environment to also handle timesteps where there are no new events? This is crucial if an agent wants to change the charging bevavior without any new EVs being plugged it.
