add github action + pkgdown page

We need access to the "settings" page on this repository. We need that to be able to host the pkgdown site.

Making here a note that currently the pkgdown page is not being rebuilt upon pushing to the repo. Let's fix that once the irlba issue has been resolved.

Can we update the GHA to build the pkgdown page upon push to github now that the new release version of R and Bioc is out? @nturaga

this needs to be updated to use R release (4.4) and Bioc devel (3.20) - this is high priority
