Page text in a form yields a dash on the review page

Description

When filling out a multi-page form that includes page text, headings, etc. this content shows up on the review page as dashes even though no input was required.

Steps to reproduce

1. Go to GC Forms staging
2. Create a draft form with multiple pages
3. Add page text
4. Add "individual names" that includes a heading ("What is your name"
5. Add "Contact" form element that includes a heading ("Contact information")
6. Test filling out a form
7. Make it to the review page
8. See dashes in the places where there were headings or page text of any sort

Expected behaviour

Either displaying the label if it's relevant/important or removing the dashes/page text indicator altogether.
