Footer update: Add a path back to product marketing page

Small iteration to the footer -> Adding "About GC Forms" or "À propos de Formulaires GC" as the first link in the list to help users who land on the product make their way back to the product page.

Just added ticket to keep track of decision making on content. There is a concern that "À propos de Formulaires GC" will push other items and cause horizontal scrolling on tablet.

However, "About" seemed to vague. Moving forward with the former to see how it performs, then adjust.
