per comment in #232, nodes currently only re-post data that they request to IPFS, but we need to decide if they should also re-post data that gets repaired during rsmt2d.RepairExtendedDataSqaure.

I also think this question could be phrased: What do we expect from full-nodes, and should that be the default?
