Chat history for spaces should be always on

💡 Summary

Change the implementation steps for GWS.CHAT.3.1 to say that it should be set to History is always on.

Motivation and context

Change for consistency. For regular Chat history, the baseline says that chat history SHALL default to on and that users SHALL NOT be allowed to change their history setting (GWS.CHAT.1.1 and GWS.CHAT.1.2). But for history for spaces (GWS.CHAT.3.1) we just say that it has to default to on, users are allowed to change it.

Implementation notes

Would also need a Rego change.

Acceptance criteria

3.1 is consistent with Chat 1.1 and 1.2.
