Remove portfolios that are not in use on stable

Issue description

We need to remove all the unused portfolios on stable as they create various corner cases regarding email sending. To avoid problems we agreed it's easier to just remove these since they do not seem needed. The one benefit of having them was for ease of onboarding new agencies.

Acceptance criteria

• Remove all portfolios on Stable except the ones listed in this spreadsheet (Org Model Onboarding tab)
  • I would suggest using a script to do this as there are a lot
• test on ag
