New flow for adding new name servers

Issue description

A user can add new name servers by clicking the "Add name servers" button. The AC below cover section 2 in the Figma page.

Acceptance Criteria

• Annotation 2: When user clicks “Add name servers” button, show the card with the Name server field(s) open and cancel and save buttons.
  • 2A: Show this card if user has no records
  • 2B: Show this card if user has 2 or more records
• Annotation 3: Name servers field is "smart"
• Edge case: user tries to delete one of their two required name servers. Once name servers are recorded successfully, we don't allow them to delete one unless they add another one first.
• A11y annotations: follow the accessibility annotations for output and behavior requirements for "Add a name servers" button and "Edit" button.
• Error and Success messages: Reference Figma for error styling but follow the Google Content Doc for comprehensive error messaging guidance.
