Senior official page table updates

Issue description

When CIOs change, this means that the Senior Official table values need to be updated. A lot of times for federal agency, many CIOs change at once and thus we need changing an SO to be a smooth process. Users will need to find the SO for the correct federal agency and update the first name/lastname/ email/etc for the SO associated with that agency. To help make this process easier, we should make it easy to search by federal agency, we should have that agency name be the first column with the clickable link, and so on.

Acceptance criteria

The below AC apply to the Senior official table shown in admin

• make federal agency column the first column in the table
  • this first column should be a clickable link
• make the table searchable by federal agency name (not just SO name)
• update the success save messages so that it indicates the federal agency if it exists (right now it just shows the name of the individual)
