Design governance: Flesh out design system documentation & processes

Issue description

Now that we're close to finishing all of the design system & Figma updating tickets that were created as part of prior work in this area #2583 and #2584 we need to spend a little more time fleshing out documentation and processes. We have a library of documents related to the design system, and the content in those documents needs to be updated with most up to date knowledge and processes. This will help prepare the design team for and future project transition and keep us delivering in a consistent way.

Acceptance criteria

• Audit remaining updates to be made
• Make updates that can be completed in a sprint. Anything that might take longer than a sprint should be separated off into its own follow-on ticket or sub-issue.
• Give a presentation/shareout for all documents and official processes (might need its own ticket)
