Scoop package manager could be a great addition to Cmder.
I really like the spirit of portability.

What about Chocolatey http://chocolatey.org/ ?

Not sure if its the same style of package manager you're looking for, but its pretty expansive and works well in my experience. Its based on nuget (.net package manager)

Just to point out for the unaware, set-executionPolicy unrestricted is basically passwd -d root

If you can, just drop to unrestricted for scripts you are aware of and trust. Leaving it set remotesigned is pretty safe.

+1 for chocolatey. Also, I was disappointed to learn that cmder isn't a package in chocolatey yet so I can't just cinst cmder. I'm not sure if it's in the scope of this project to maintain a separate distribution channel though.

not sure if Cmder ⊂ Chocolatey or the other way around. I am putting it in my list

I'm closing this as I would prefer cmder to not force a package manager on the user, if you want to use chocolatey .etc, install that as you would normally.
