Cannot clean the terminal

I am using Docker and have this weird problem that if I want to clean up the console (Ctrl+c or clear command), cursor moves to the first line but the rest of the lines are still there. I have the same problem also on editors like Vim. Has this occurred to anyone else?

Edit: this is just happening on Docker and I guess it's a docker problem than cmder bug
