cmder (from cmder_mini.zip) crashes on startup on windows 7 pro x64

After downloading cmder_mini.zip, unpacking it, and then running cmder.exe (Version v1.2.9 according to the fersion file), the process crashes both as normal user and with admin rights:

Strange, have you tried unzipping it to a folder not named _?

not a thing that should matter even remotely, but sure why not. Retrying with the mini version of 1.3.0-pre in a dir simply called cmder:

Looking around a bit I ran across mridgers/clink#51, which suggests there is an MSCV redistributable dependency that is not being met.
