Summary

Since we are bumping the solo machine proto version to v3. We should remove unnecessary fields, notably:
ClientId in Misbehaviour and allow_update_after_proposal in the ClientState

For Admin Use

  • Not duplicate issue
  • Appropriate labels applied
  • Appropriate contributors tagged/assigned
