Move from the older project format to SDK format. Add multi targeting for other Framework and Standard versions.

Note... this library is currently targetting .NET 3.5 but I when working on the CircularBuffer package I wasn't able to compile for 3.5 via the SDK format. Check dotnet/msbuild#1333 (comment) which may have a workaround.

Done. The new package now has targets for assorted .NET Framework versions, as well as a smattering of .NET Standard and .NET Core.
