The current arrangement is like having the original document on a Scroll, you have to start at the beginning and then work your way through. This is very inefficient compared to distinct html documents, grouping paragraphs appropriately, with next, previous category links, etc., would be much more efficient. Would allow bookmarking items of specific relevance to an ongoing case, etc. It would also reduce download times and you could, on any one page show applicable date ranges for the contents of that page.
If this was done it would also be possible, for any given rule, to have a drop down menu to display each of the variants of it over time. As an example I suggest taking a look at the python documentation where you can see the equivalent documentation for several versions of python and toggle between them.
