Convince OTJAG to share the MCM Word source document publicly

The official MCM is currently published at https://jsc.defense.gov/Military-Law/Current-Publications-and-Updates/ as a 700-page PDF. This is not conducive to machine processing of the MCM, such as programmatically updating this website. Based on the file metadata, this PDF is generated from a Microsoft Word document.

Assuming it's a DOCX, this Word file would be much easier to process into another format, like this website's JSON. However, OTJAG currently does not provide this DOCX to outside parties. Setting up a process to release this DOCX or update this website concurrently with MCM updates would provide a longer-term sustainability plan, as this website is much more useful than a 700-page PDF (as is evident from the GPO moving to online publishing of the CFR, for example).
