Subject: [PATCH] Editorial: add "Legacy" section (#2125)

 - co-opts prose from Annex B description
 - dfn legacy and add emu-not-ref where appropriate
 - use dash in IDs
 - don't <dfn> legacy; clauses are what is legacy
