Is there an existing issue for this?

I have searched the existing issues

Current Behavior

Discord Tickets removes members added to a ticket whenever category is changed or the ticket is claimed and it's changed afterwards.

Expected Behavior

Not change existing users in the ticket and don't add new users if the ticket is claimed.

Steps To Reproduce

Create a ticket
Add a user to the ticket, or claim the ticket
Change the ticket category
See the users in the ticket change

Environment

- OS:Ubuntu 22.04
- Node: 20.0
- NPM: 14.5.0
- Bot: 4.0.12

Anything else?

No response
