[BUG] Tickets not automatically closing

Current Behavior

We have it configured so that:

After 12 hours a ticket goes stale
After 24 hours a ticket closes

Neither has worked for us since we configured the ticket bot. We've seen a stale message once but since then no more. We've never had a ticket automatically close.

Expected Behavior

We expect the ticket to automatically send a stale message after 12 hours and close after 24 hours.

Steps To Reproduce

1. Open a ticket
2. Wait 12 hours
3. No stale message
4. Wait 24 hrs
5. Doesn't automatically close
6. Ticket stays open
