Split release start command into 2 parts: init and perform #6849

  • init creates the release PR with the Changelog and version strings updated
  • perform waits for the tests to finish on CI, downloads the binaries, creates the github release and the docker images

…and pushed it to the repo. perform handles the rest of the release process
