Removing blocking CI due to low incidence.

The failures were caused by Http2_MultipleConnectionsEnabled_InfiniteRequestsCompletelyBlockOneConnection_RemaningRequestsAreHandledByNewConnection, but this test is now disabled. There is another issue #45204 tracking it.
