It would be very useful to run this resource to build status reports for all PRs opened against a repository, but as far as I can see, this is not possible, since we are restricted to monitoring a specific branch? (teliaoss/github-pr-resource provides this functionality, but I would prefer not to use two different resources to interact with statuses per commit or per PR).

If you prefer, I believe you can put status updates to arbitrary commits (e.g. from pull requests) by setting commit to the PR checkout. Is that what you're looking for?
If you're looking to trigger something after every status change on any branch/PR, I don't think there is a practical, technical solution for doing that, and I'm not sure it fits well with Concourse's current model. If you have ideas on that, I'm interested in hearing more.
