the docker runtime does not automatically generate
/etc/systemd/system/docker.service.d/http-proxy.conf

Actually the dfinit will append the proxy settings in docker configuration file /etc/docker/daemon.json with the proxy address http://127.0.0.1:4001 .
Can you find that?
