Have workspace stopped/idled error page suggest to open a running workspace if one exists #21623

As mentioned in #21540 (comment), if the workspace stopped/idled page is displayed while a different workspace is running, it would be nice to display a different link to go to a running workspace, or show a list of running workspaces.

Describe the solution you'd like

A possible solution discussed in the issue above is to have a link that states "To switch to a running workspace, return to your dashboard":

The link would direct the user to the dashboard. But, it would be great to investigate whether having specific links to go to already-running workspaces is also a good option.

Issues go stale after 180 days of inactivity. lifecycle/stale issues rot after an additional 7 days of inactivity and eventually close.
