Even if disableContainerBuildCapabilities: false an admin still requires to manually add the `containerBuildConfiguration.openShiftSecurityContextConstraint' to every single Eclipse Che user as mentioned here.

Describe the solution you'd like

Eclispe Che should automatically add the SCC specified in `devEnvironments.containerBuildConfiguration.openShiftSecurityContextConstraint' to every user.
