Bug Description:

Plugins (for example GitLens) toolbar icons are disabled until view activate (click on view)

Steps to Reproduce:

Install GitLens
Open Theia SCM view
Expand Commits/Branches/... - toolbar icons are disabled
When click on view (on any view item for example) toolbar icons become enabled

Additional Information

Operating System: WIndows
Theia Version: 1.35.0

@pchurbanov thank you for reporting the issue, do you mind trying with 1.36.0 or master, I believe it is already fixed thanks to #12307.
