What it does

Upgrade built-ins to 1.83.1.

How to test

1. Delete your plugins folder
2. execute yarn download:plugins
3. Make sure the download works fine you you have the 1.83.1 in your plugins folder
4. Test our usual use cases like

• typescript editing
• javascript debugging
• editing various file types like json, yaml, etc.

5. For extra credit, remove the git theia extension from the electron example application package.json
6. Remove the git-related exclusions from the main Theia package.json
7. download extensions again
8. Make sure the vscode git support works correctly
