Migrate and update colima how-to documentation

The how-to documentation for colima setup has taken over the recommendation document:

Acceptance Criteria:

• Move the how-to to a new wiki page
  • https://2u-internal.atlassian.net/wiki/spaces/ENG/pages/894140516/Setting+up+Colima+for+devstack
• Update the onboarding docs to tell people to use the Colima instructions rather than whatever Devstack's docs say to use
  • Include a note that once devstack moves to the edx org, we can change devstack's docs to point to the wiki (or move the wiki page into the repo). This is soon, but not yet.
• Restore the Replacement Recommendation doc to being a historical artifact about why we decided, and provide a link at the top to the updated instructions.
• Communicate the relocated documentation.
